Legal Infrastructure Must Be in Place Before Laws Take Effect, Committee Member Says

Salah Fawzi, a member of the House of Representatives’ Constitutional and Legislative Affairs Committee, said laws should not be implemented before the infrastructure needed to support them is available.

Fawzi said a draft bill concerning a one-year postponement of the Criminal Procedure Law’s implementation had not been submitted to the government.

His remarks drew a distinction between a proposal to delay implementation and a legislative step formally placed before the government. The statement did not indicate that a postponement had been approved.

Fawzi’s central point was that readiness matters when bringing legislation into force: the necessary supporting infrastructure must be available before a law can be applied.
